YEKA GES-4 Yarışmasına ilişkin şartname koşulları değişikliğe uğradı

Bu önemli değişiklikler aşağıdaki gibidir:

•  Yarışma ilanında belirtilen tavan fiyat 40 TL kuruş/kWh’den 95 TL kuruş/kWh’ye çıkarılmıştır.
•  Kazanan projelere ödenecek alım fiyatlarında uygulanacak olan eskalasyon formülündeki döviz ağırlığı %48’den %60’a çıkarılmıştır.
•  Kazanan projelerde üretilen elektriğin serbest piyasaya satılması imkânı getirilmiştir.
•  Şartnamenin ilk halinde, sözleşme kapsamında kabul edilen karbon sertifikası gelirlerine yenilenebilir enerji kaynak garanti belgesi gelirleri eklenmiştir.
•  Kazanan projelerin elektrik alım fiyatlarına 5,30 ABD Doları-sent/kWh tavan fiyatı kaldırılmış, yerine AFGD-$ ve Referans fiyat (REF$) olarak iki tanım eklenmiştir. AFGD-$ 3 aylık dönem için TL kuruş/kWh olarak hesaplanmış güncel birim elektrik enerjisi alım fiyatının bu dönemden önceki üç aydaki günlük ABD Doları alış kuralarının ortalaması alınarak hesaplanan karşılığıdır. Referans fiyat (REF$) ise yatırımcıların imzaladıkları sözleşmede yer alan TL bazlı birim elektrik enerjisi alım fiyatının yarışmanın yapıldığı Aydan önceki üç ayın kur ortalamasının esas alınarak ABD Dolarına çevrilmesi ile elde edilen fiyattır.
•  Depolama ünitesinde, kurulacak olan GES haricinde şebeke dahil başka kaynaklardan elektrik enerjisi depolanamayacaktır.
•  Yatırımcılar tarafından başvuru ve sözleşmeye girme aşamasında sunulması gereken teminat mektubu miktarlarında elektriksel kurulu güç (MWe) başına sunulacak teminat mektup miktarı başvuru aşaması için 500 bin TL, sözleşme aşaması için ise 1 milyon 400 bin TL olacaktır.
•  Önlisans süresi 24 aydan 22 aya, inşaat süresi de 36 aydan 18 aya indirilmiştir

Bunların yanı sıra, YEKA GES-4 yarışmalarında 15 güneş enerjisi santrali projesi için 50 ila 100 MW arasında değişiklik gösteren 1.000 MW kapasite tahsis edilecektir.

There have been some significant changes on the terms of reference on the Renewable Energy Resource Areas Solar Power Plants-4 (“YEKA GES-4”) of the Ministry of Energy and Natural Resources.

These significant changes are as follows:

•  The ceiling price specified in the auction announcement has been increased from 40 TL kurus/kWh to 95 TL kuruş/kWh.
•  The foreign exchange weight in the escalation formula to be applied in the purchase prices to be paid to the winning projects has been increased from 48% to 60%
•  It has been made possible to sell the electricity generated within the winning projects to the free market.
•  Renewable energy source warranty income has been also added to the carbon certificate income considered to be in the scope of the first version of the terms of reference.
•  The ceiling electricity price of 5,30 USD- cent/kWh has been removed. Instead, two definitions were added as AFGD- $ and Reference Price (Ref $). AFGD-$ is the outcome received by calculation of reception prices of current unit electric energy, which was calculated as TL kuruş/kWh for a period of 3 months, by taking into account the average of US Dollar exchange rates in three months before the said period. On the other hand, Reference price (REF$) is the price obtained by converting the TL- based unit electrical energy reception price, which was specified in the contract that investors sign, into US dollar, based on the average exchange rate of the three months before the auction is made.
•  In the storage unit, electrical energy generated from sources other than solar power plants, including the electric network will not be stored.
•  The amount of letter of credit to be submitted by the investors for each
•  The amount of letter of credit that should be submitted by investors in the process of application and contracting will be, for each Megawatt electric (MWe), 500 thousand TL in the application process and 1.4 million TL in the contracting process.
•  The prelicense period has been reduced from 24 months to 22 months and along with the construction period which has been reduced from 36 months to 18 months.

In addition to all, in the YEKA GES-4 auctions, 1,000 MW capacity will be allocated for 15 Solar Power Plant Project which differs between 50 and 100 MW.
